Ideas for /Ignore
Many players have noted the problems of open chat in the popular towns taking forms of incessant spam, abusive language, and begging. The /ignore feature seems to be the ideal solution to eliminating the influence of the bad seeds. I'd like to confirm the functionality of this feature while also suggesting a few extensions.
First, a confirmation that now, /ignore will extend across all chat channels. Formerly it was limited to block just whispers from the ignored target. I've heard, but not had the chance to test, that the ignored target's communication will be blocked in all chat channels. If this is the case, then Bravo ANet! If not, then this stands as my first suggestion.
Second, when a person has set a target to be ignored, the ignoring party appears to be "offline" to the ignored. This is fabulous. As an additional function, can it also be added that the ignoring "toons" disappear from each other's Point of View? If the characters are flagged as being offline, why not make them disappear towards each other? This would help to reduce the "emote abuse" that occurs with unwanted "hump dancing". Additionally, what better punishment for the bad seed when all the targets of their attention simply vanish?
Third, please make it possible to add toon names to the ignore list that feature extended characters. Many users in the international districts have numbers in their names, which are an invalid entry for english users. Please make it so that we can fully use the friend/ignore function with these names.
Lastly, if these features come to pass, make it so that we may have more possible friend/ignore listings. We know that the cities are riddled with problem talkers. ANet has given the beginnings of a powerful tool, I hope that they can extend the functionality and make it much more!

1. ignoring only works for whispers...
2. you do not get an offline message when you talk to a person ignoring you, you get a "this person is ignoring you" message, if im not mistaking...
i think your idea is great!

These ideas have come up alot for a very long time, but nothing has even been hinted at that there is a fix anytime soon. Also, the one I would add is that I don't want to party with anyone that is on my /ignore list.

A quick clarification about the "offline" comment.
If the ignoring party is on the ingnoree's friend list, then the ignoring party appears to be "offline".
Still, if the ignoree happens to message the ignorer directly, then they will receive that message that they've been ignored. Of course, they would have to use the correct toon name that happened to be online to get the message. If that player/toon was offline, then they would get the not online message.
And for further clarification, when I say "disappear from the point of view", I mean that the toons are not rendered, even if they stand next to each other in the same town.
Hope that I've thoughoughly muddied the water!

The whole "not being able to see toons" had better only work in towns, because I can just imagine... Teams go into Tombs and race to see who can put each other on the ignored list first.
